I hope this letter finds you well. I am writing to urgently bring to your attention a critical issue affecting Island Estates part of Clearwater Beach in the aftermath of Hurricanes Helene and Milton. While we are incredibly grateful for the efforts of FEMA and other agencies to assist with recovery, there is a severe and pressing gap in the debris removal process that requires immediate action.

For more than a month now, rotting storm debris has continued to pile up in our streets. In addition to the debris generated by the hurricanes, people are now dumping excess garbage in front of condos and townhomes — garbage that was not originally from these properties. The result is an overwhelming accumulation of rotting debris, a situation that has become desperate as rats, pests, and foul odors spread across our neighborhoods, putting public health at serious risk.

FEMA’s decision to decline debris removal in front of condominium complexes, classifying them as “commercial” properties, overlooks the reality that these buildings are home to many residents, including retirees and families who depend on timely disaster recovery assistance. This classification is particularly frustrating as FEMA has previously waived this restriction, such as during the cleanup after Hurricane Ian. Inaction now leaves our community in an untenable position.

I respectfully urge you to stand with the residents of Clearwater Beach and the surrounding areas by advocating for FEMA to immediately reinstate the waiver for condominium complexes, as was done in past storms. I am asking for your leadership to ensure the city and FEMA expedite the removal of this hazardous debris from our streets before this health crisis worsens.
